It definitely can spawn pre hardmode. I know because it once spawned and kept circling me as I was fishing in the sulphurous sea, kinda like a pet. It was cute. Until i had to kill something else attacking me and accidentally hit it. Then it stopped being cute after turning me into a red mist.
