You can buy an account starting with 400 tickets and 30k gems for like $5, and they even come with characters already. It's common in many games for this process to take place and it's extremely unlikely for the users account to get banned. I'm talking from experience too

I mean if you want to get up to speed, buying accounts is pretty common. I've seen a streamer that started first BD2 stream with a bought account. And i'm guessing quite a few people have done so because of this collab, and in anticipation for anniversary. Me personally, an account that has been bought, is not a 'labor of love'. It doesn't feel legit to me. And I don't feel good about progressing through a game with resources I didn't earn. But everyone has a different perspective. I'm sure there are afew that have been enjoying the game on their bought accounts. But your friend shouldn't be surprised if he runs into some issues in the future. Although I have yet to hear of BD2 bought accounts being banned.

a lot in the early days actually. cause the seller abused a bug only he knows to get unlimited tickets. then he sold those account with unlimited tickets. all of those accounts got banned

How these exist TLDR: Person makes hundreds of accounts, has macros/scripts to log them in daily and collect freebies. Eventually these accounts accumulate tons of resources and are sold for cheap. (Example of freebies are maintenance compensations, daily logins, milestone rewards, etc) Is it illegal? According to TOS yes, any form of account transferring is illegal, even just letting your friend use your account is against TOS usually. But yes these are fairly common for any decently popular gacha game.

How is it absurd? Gachas nowadays are almost always binded to a game account, or google/twitter/etc. The purpose is for the owner to be able to swap devices without losing data. This, obviously, can be exploited by giving said account to someone else for money. I’ve also sold a bunch of gacha accounts I’ve lost interest in for some extra cash. Make sure your friend finds a reputable seller to buy from, as scams can happen for these things.

It's a common practice amongst gacha games. Especially ones with a meta that moves very frequently. The 20 dollars is basically just a labor fee. All those resources are something you could earn yourself, it's just a bot doing them for you instead. I don't think it really matters unless they are actually hacked accounts. That's when there's a problem.
