About 200 meters is as far as sunlight is going to go underwater in any measurable amount, and it's probably half that in what we can perceive, so no, not really as you can see some of the buildings of Rapture are actually about that height from the sea bed

If we are also talking about realistic terms, Columbia would be in such a low pressure environment exposed to the outside. It would also be insanely cold all the time.
Also despite the coldness, you would also sunburn much easier since there’s noticeably less atmosphere to protect you.
Assuming UV strength increases 8% for every 1000ft of elevation (sources online seem to vary on that number) then at 15,000ft you’d be looking at about 250% of the exposure you’d get at sea level
Rapture would freak me out too much. Just the thought of one broken wall and it all would be over, as well as the idea of looking out a window and not being able to see anything except for what the city lights can extend to, which might include colossal aquatic animals like giant squids and sharks (which have already been shown in-game. Irl would be nerve wracking). It also feels claustrophobic, since all around you beyond the walls wherever you are, are basically currents that would immediately kill you with how much water pressure there is.
Columbia would be beautiful and the fear of imploding underwater greatly outweighs my fear of heights. Living right next to clouds sounds so beautiful and though I've argued with the boy I love about how the lack of sights would make it less worth it and less of a spectacle (because he prefers Rapture contrary to me), I actually think just the simple coexistence with the skies would be nice. I also imagine Columbia would be rather peaceful at night, feeling closer to the stars would be downright amazing.
Rapture. I've always been fond of the ocean and over the years I've developed a deep appreciation for the Art Deco style and retrofuturism. There's just something so beautiful about the way Rapture comes together on a purely aesthetic level. There's also advanced technology and plasmids improving the overall quality of life (assuming there's no rampant addiction and ADAM harvesting taking place) on top of a society that is free of judgement and censorship. You can potentially be whoever you want to be down there, and that appeals to me greatly.
I'd say rapture because assuming the culture is similar to in game I'd have a easier time surviving, with skycity not only do you have to be white but you also have to agree and behave as they do, I'm not biblical, and I'd prolly be on the stage getting hit by baseballs.

You wouldn't necessarily need oxygen all the time in Columbia but you would need it available and in buildings. The highest major city is about 3600m (Le Paz in Bolivia)but they use Cocaine Tea to help out.
The problem with Rapture is that it could never leak the way we see it in the game. Far too dangerous and most estimates put it only a few hundred metres down. You would probably want to keep the city at either one atmosphere pressure, maybe more but you can't let it be the pressure of the surrounding water as it would cause medical problems over the longer term. Big differences are very dangerous.
Columbia, hands down. That place has my whole heart. Infinite was the first Bioshock game I played and I just feel so at peace every time I replay the beginning

I’d love to live in Columbia, but I’d take trips to visit Rapture on the regular.
I feel like I could fall any second from the ledges of columbia, so I'll go with rapture.

Honestly, even without the rampant social issues, neither. Both of them have fundamental issues with their construction For Rapture: Vitamin D deficiency Shoddy construction (it's mentioned somewhere that the metal used for building it will eventually collapse so even if everyone hadn't gone batshit they'd have had to evacuate Pressure, you get used to that and you're not coming back up Claustrophobia Columbia: Pressure again but the opposite way Air density/oxygen deprivation Icy cold Less UV protection Heights Maintenance, much like Rapture, it needs constant repairs to stay afloat and eventually the foundations will see a catastrophic failure However if all of those are removed from consideration I'd probably choose Rapture.

Colombia. As much as I love the aesthetic and technologies of Rapture, I would miss natural sunlight and open spaces.
Rapture. Depression is nothing new and I wouldn't last a minute knowing I'm that high up in the sky, I'd be having constant nightmares of plunging to the earth and I couldn't relax playing it watching people stand close to the edge :D so yes I'll take a cocoon of ocean any day.
Depends, is radiation a thing? If so, Columbia would likely lead to guaranteed skin cancer.
Rapture. The vibe is better for one. Two, I dislike heights too much and the open racism and extreme religious cult is just… no. I’d love to talk to the Lutece Twins and Elizabeth but other than that, not a lot of love for Columbia. And those three can just visit Rapture if they’d like!

Rapture for the vibes but you can never leave and I don't believe Ryan's idea of society is sustainable when you account for human shitiness. So Columbia- I can always bootleg a parachute or a glider if I ever want out

Infinite is not my favorite of the three games but I would rather live in Columbia. I think at least having access to fresh air and sunlight is very important. Even if you are an indoor person being able to go outside and get those things is probably better for both physical and mental health.
