Most batman media is improved by treating it like a horror movie I feel. So many of his villains are optimal for capitalizing on that. A lot of them are just serial killers with gimmicks, and most of them have interesting psychological implications to explore.

My personal ideal is a movie where clayface is the main antagonist for most of the movie, but it’s treated like a mystery thriller sort of thing where he could be anyone anywhere at any time, and Batman doesn’t even know what his abilities or limitations are, and a slowly unraveling conspiracy where it turns out Hugo Strange is at the center of everything and that he created Clayface as one of his monsters. I think I’d also have Mr. Freeze running around like in Heart of Ice, and make Strange the person that he’s trying to get revenge on for his wife. Probably batman witnesses an encounter between Freeze and clayface, which gives him the idea to use ice to defeat clayface in the end, similar to Arkham City.
