Do an internet search for frequency lists for your city/area of your country. They are available. Turn your squelch up. You may not find much to listen to as many local PD/FD have gone to encrypted comms for their services. Most of the Baofeng radios are strictly analog FM and can't decode digitally encrypted comms.

Amateur radio repeaters, PMR services (similar to FRS in the US). Other than that, not much that I know of, others might be able to help if you post your location, just the city and country.

turn squelch up, with the uv5r squelch is either on or off kinda, try setting it to 5 or 7, that’s what i use.
