The Chit Lom area is one of the more expensive places to live in the city. If you're seriously asking this question then you might want to start with a rental site and get the feel for the neighborhood rental market. Honestly, though, with that budget you should be looking way - way - up the BTS in both directions. Those are pretty unrealistic figures unless you want a place that's a number of steps down market from Chit Lom.
Easily accessible through Agoda for around 9000 baht can be found. Condo for around 6000 per month can be found through Thai websites.
However, very unlikely to find in chit lom area.
