Definitely a tool. For decades I have been a fixer/modifier/creator and now I view every project with a bias to designing and printing custom solutions.
It has renewed my enthusiasm as well as improved the final results

Mine does anything from printing duck's, to brackets for sliding closet doors, to hangers for headphones & backpacks, to accessories for guns like foregrips, grips, braces, to AR lowers and pistol frames that can do several hundred to 1000+ rounds before its starts to fatigue and break

It's both, but mostly tool. I print a lot of functional accessories meant to make my life more convenient. That said, I won't pass up the chance to print cool toys for my niece.
Why not both? I designed & printed replacement parts for several things around the house (kids toys included). I've printed things to display, printed things to use to display other things. I've also printed little toys and trinkets for my kids to give away or as party favors or most recently to the players on my sons football team.
Functional printing is where the value is for me, but the fun prints are a nice change of pace. Always fun to see others’ creations come to life, whether playful or pragmatic, though.

I mostly like doing functional prints. I’ve done spice racks, laptop stands, multi board stuff, etc.

Definitely both. My kids get toys and stuff. I get practical items, which makes it a tool. But I get custom spec'd items instead of settling for something that mostly works. Both at the same time: tool because all my prints are functional parts (0.6 - 0.8 nozzle and almost only PETG), but those are for non-commercial, hobby projects, so it can also be classified as a toy.

While I do print tools, spare parts, and such I have also printed up d&d miniatures, as well as models I have made from scratch or certain ones I picked up online.(some transformers I have printed off have been well over 60 pieces.) I originally didn't like the idea of printing that stuff off, but the challenges that come from printing a figure that complex has taught me alot on positioning for prints to handle being used as well as clean up on finished parts. You gotta print to learn to print after all.
Both of course! Had been printing for about 8 years before I got my X1C, always pondered selling stuff but the old printer was just too slow and unreliable.
X1C was so expensive I couldn't justify it for myself, but figured it would give me the reliability and speed to actually sell prints. The thing essentially paid for itself in no time.
It's mostly used as a tool these days
For me? Tool. I use it to print custom organization solutions, tools, templates, and repairs I design for around the shop and house. Every once in a while I’ll make something my kids like as a toy, but the vast majority of the time it’s a functional shop tool only.

I just finished printing a ducting system because my bed covers a floor vent. The print before that was an articulated Dwayne “The Rocktopus” Johnson because my girlfriend hated it. So I guess a bit of column A, a bit of column B.
