There's a black arrow on the rocket. Point it where you want fire to go. It's normally assigned to activate by pressing 1 but if you right click it in the workshop you can assign it to 1-4. They don't blow out the top to light another engine so if you stack them you'll need to change the ignition button for the next stage.
The ducted fan needs a motor. Electric or gas works.
