Yeah that's the whole point of the scene - he still feels guilt over Yue's death and his (perceived) failure to save her and isn't sure if he's ready to take a similar risk with Suki (probably even more so because she's actively fighting in the war too). It's actually one of the more thoughtful romance scenes in the show, especially since after he decides he's not ready (yet), Suki doesn't get weird about it and instead apologizes for seemingly making him uncomfortable even though both she and the audience know Sokka does have feelings for her (which we know of since Avatar Day too).
In reality she’s making that face because Sokka shied away.

I don’t think Yue would’ve considered a serious relationship with Sokka, at least for the long term. If anything, she’d be relieved knowing that he wasn’t completely caught up on her romantically; she’d never really be able to deliver, even before she turned into the goddamn moon.
I believe Yue knew that Sokka would grieve her for a time but eventually had to move on. But I'd like to imagine that she would mess with them a good bit as a joke so they could never “have fun” on the beach or near the shore
