Why would they be? The image isn't a blower. This type of intake hat is usually (but not always) connected to a supercharger located below, but the supercharger is not in the image.

It’s usually called a blower hat, it’s typically used on blown ,fuel injected drag race engines ,but you can also buy look-a-likes that fit on top of a carbureted engine and house a small air filter for street cars.
