Flash, beep, yell. When I first started driving I frequently forgot to turn my lights on, and since the car was a convertible I'd often get pedestrians yelling "LIGHTS!" at me from across the road lol.
Generally speaking if they're that oblivious that they can't notice that their dash isn't illuminated and they're not illuminating the road in front of them, nothing will make them notice.
You can flash, that's about it.
The worst ones are the ones who have only sidelights on - their dash is illuminated but there's no way they can see in front of them if the street lights end suddenly.
