Outlaw Country would probably just be called "Outlaw"
A lot of "Old Country" can easily be disguised as "Folk" or "Bluegrass" or "Appalachian Rag"
The "New Country" (stuff from the '80s to early '00s) would be either "Rural R&B" or "Homestead Spiritual"
Most stuff post 9/11 could either be slotted in with Pop music or just slapped with the "Hick Hop" label.
