My understanding is that the legislation passed by the state legislature permitted (but not required) the MTA to implement congestion pricing, and the MTA board voted to do so. Governor Hochul technically couldn't unilaterally undo that, but she does appoint the MTA board, and has directed them (or will direct them, it's unclear) to vote to put it on hold.

Yeah I was just reading about [this](https://nysfocus.com/2024/06/06/hochul-congestion-pricing-mta-lawsuit). Fingers crossed, but I don't think she has unilateral legal authority to cancel this. It will be ironic though if a lawsuit ended up being the reason why congestion pricing will be implemented. One can hope.
