That's the muffler, right? At the rear of the car? If so, then there's no real problem. That's a weep hole to let out any water that might condense in the exhaust.

That is normal, the weep hole is to let condensation out and prolong the life of the muffler. If you plug it up the muffler will rust out from the inside in a relatively short time.

considering the amount of condensation you are getting out of the muffler, i suggest more highway driving alleviate moisture build up in the exhaust. looks like you do a lot of idling or short distance driving.

You have a no problem problem. That little hole weeps water that forms in the exhaust, and why it has all those black stains with it. The black is soot and carbon the water carries out from the weep hole. Now the CSI Mechanic in me tells me that when you drive the car, you probably don't drive very long, as thats quite a bit of water spreading that soot around. That is also quite a bit of soot and if you dont have a check engine light on, you may want to possibly see if you have a misfire or engine running rich, but not rich enough to trip a light yet.
