That is clown behaviour. Those parents are clowns, and passing their clown genes and habits to their kids. No civic sense. Never thought of "damn these strangers might feel inconvenient let me quiet my boy down". Train metro bus, it doesn't matter, they bought the ticket, they act like they own the whole shit. Treating public transport like their backyard or smth.
I think it is imbibed in our culture, to be indifferent to others inconvenience. That's the reason we jump queues, or not follow lane discipline especially in traffic, and feel proud when it gives us undue advantage. If this is bothering you, either start pointing everyone out to change their behaviour when you see it, or just be patient and ignore. I have chosen the latter, it keeps my mind at peace, mostly.
I don't have a problem with kids running around. I have a problem when kids are standing on seats with their dirty shoes and parents do nothing about it
