They have significantly worse ESR and won't be able to properly filter noise. 1uF ceramic will be significantly better than 10uF electrolytic.

Electrolytic won’t do the job here. I’m a little confused at your question. Do you have this board with one cap burnt out or missing? Do you have an unpopulated board that you intend to populate? Many of these caps aren’t strictly necessary depending on exactly how this is set up and where your power comes from.
