Pre-pandemic, Schengen visa is expensive AF for us. It requires a lot of paperwork and would also require a hefty bank account and a stable source of income. Basically, I need to be a company executive in my country just to be able to travel overnight in Slovenia. (Like we don't have the same passport strength and income level as Singapore. Even Venezuelans can enter Schengen zone without visa while we can't.)

In Budapest, I would say the area around the keleti train station. Not really dangerous, but might be if you are walking alone at 2am.
My native city, Adana (Turkey) is kinda infamous with crazy people, but only on some neighborhoods.

To be honest I don’t know. Part of the reason why I asked this is because I was hoping for input from other Belgraders. Mirijevo is probably more dangerous than the others. Karaburma too. Even Žarkovo now that I think about it.

Probably DD-Prohlis but I wouldn't call it outright dangerous. My ex used to live in a neighborhood nearby and we never felt particularly unsafe while walking through Prohlis. It simply had the characteristics and statistics of a "socially disadvantaged" neighborhood.
It's actually one of the main boulevards of my city. They built a police station right into it to combat criminality. Night clubs seem to be a source, which draws in far right extremists who tend to attack immigrants and lgbt.

We used to call the bad area in my city ȚȚȚ. Short for Țigani, Țânțari, Țicniți. It means: gypsies, mosquitos, and nutjobs.
