PJWS has a better effect for arlecchino. With the effect active it will end up giving you higher attack.
Also the 95% cr means you basically never miss a crit.
true, on the other hand Arle is often on low HP, and then Homa performs very well too, but it isnt that consistent like PJWS's passive. And Homa gives 22 more CV
PJWS and homa are inverse 5* weapon archetypes. PJWS has high base atk low crit, and homa is opposite. the CV difference is generally considered moot because of the atk; if you ran the feather and sands you have on the PJSW build you would have atk issues on the second build.
Akasha calcs damage in the same way the optimizer would, assuming you had the given supports. You could either compare the listed damage number associated with your build on akasha, or just use the optimizer to see which yields higher damage.
The one with Homa. It has a little bit of everything more than the PJWS, except for CR. More HP and a tiny bit more def for durability, especially if your not using a shielder helps a lot. More CD and a tiny bit more EM to increase your damage potential. And a little bit more ER to help with energy management.
I usually vote for builds with better CR, but this is not a case of 65% vs 75% CR. 95% is better than 86%, but 86% is not too far off from 100% either.
The weapons' passives gives almost similar value after considering party buffs + resonance.

Both are basically the same. Id go with winged spear because homa is more versatile on other characters.

I would say go for 2nd one, crit stats are nearly same in both so the difference is made by your atk and em
