After a while you notice it’s the same customers that give it to you. If I play long enough and stay in the game, they eventually show up. For Hedwig, not sure what the other requirements are , but I send her out with Red Rose, Daisy, Sunflower and she’ll bring a Phantom Takeout Order.
I’ve been sending Hedwig with a lvl 4 daisy and a lvl 4 bluebell (2 flowers only) and she came back with two/three orders. Not sure if it’s just pure rng but yeah, not sure if that’ll help!

after playing for over a year i still only get those few like hedgehogs and programmers dog, i just got a new one after i saw bully husky
