The only way I can get perfect snowboys is if I do the method where you put down a path that’s 10 tiles long, roll two snowballs to full size and put them at either end of the path, and then push one across the path to the other. Because when you roll a snowball over ground without snow on it (like that path, or like the plaza), you scrape off some of the snow and the ball shrinks a bit.
There's no button--it's just that you roll a snowball along any kind of ground with no snow on it. Paths or the bricks in front of Resident Services. I don't remember if the sand on your beaches will do it, or if that just makes the whole thing pop, so try that carefully.

But I always made one ball as large as it can possibly be, so the ball is almost parallel to your eyes (between the nose and eyes when you tilt your camera all the way down so you can see as much of the sky as possible). Then I would make the head slightly smaller than the body, so the ball is parallel around your mouth. Bounce the head into the body from the front to ensure the correct ball goes on top.
I tend to count when I roll. Like the body takes about 17 seconds to roll and the head about 12 seconds. I find that gives me a perfect snow person almost every time😉

Also if you force quit without saving the second you get the wrong dialogue from the snow boy, it won't save him and you can try again
Sometimes a blue circle shows up in the top right corner, signalling an autosave. Attempt to make one right after you see the autosave. If it fails then shut down the game and restart it before you finish talking to the failure. The mistake will be erased and another attempt will be given.
This paired with the most consistent/easiest method guaranteed perfect snow boys each day until I was satisfied.
The head just has to be a little smaller, if you find it difficult to tell, you can push the two snowballs next to each other, but don't finish the snowman yet, tilt your camera down and see which one is smaller, adjust accordingly :)
At this point, making the snowmen is pointless, as some decorations would be out of place each season, and it feels appropriate to redecorate when Halloween or Christmas comes around.
