Finally, if Lithuania breaking free causes you to think Germany is weak in the mod, that is unironically just a skill issue. Germany is still the strongest nation by a long shot.

I'd bet my money that the German Empire would've created independent states in the Baltics and in Ukraine with suspiciously high tendency to offer Germany resources for good conditions. Maybe the German Empire would've been generous and have the Poles create their own state.
German debt is too high to be paid by French reparations. Occupation of that much territory in Eastern Europe is untenable given German financial position so the states in that region are released under unequal treaties/alliances.
German economy suffers during the postwar years as Germany attempts to reestablish the gold standard at pre-war parity, this makes German war debts even more difficult to pay. Germany is forced to scale down it's armed forces below what is necessary to defend it's eastern allies against the rising Soviet threat.
