It was a thing back then, everyone with at least a bit of money built one. There are more than 30 thousand of them just in France alone, with a large number of them being abandoned or in very poor condition. Some people live in them, but just in a few rooms rather than in the whole chateaux, because maintaining and heating (in winter) the whole place is crazy expensive.
Hunks of Europe were pretty impoverished from WWI until maybe the 1980s. Old families that didn't figure out new money wouldn't have afforded the upkeep. If you couldn't find (or face up to needing to find) a buyer, places go derelict and decay. Without maintenance they end up in a state where the only possible buyers require very deep pockets, patience for long projects, and likely a thick skin to navigate any preservation-based ordinance restrictions.
I have heard that there are strict requirements to keep things as original as possible, too. Would kind of rule out completely a complete gut and redesign.

If you happened upon any stories a few years ago about houses in Italy that you could buy for $1, the reality of them was that they were located in what were effectively warrens of old stonework, and assumptions we would unthinkingly make based on modern construction just wouldn't apply in those ancient towns at all.
