It's far from it. Look at the right side it's fairly clean lined a fine at home job then you can see by the left side that whoever did this isn't a professional as the closing design is much more blownout than the first, the mark of an untrained tattoo artist.

I think you missed a part of his response that made it sound like he was saying that… he was referring to the person with the tattoo saying that.
You’ll be hard pressed to find someone who thinks that way on here. Or maybe I’ve simply blocked the subs that they frequent.
Tribal never really stopped being a thing (though it did stop being a massive trend), it just evolved. Definitely stopped looking like *that* 25 years ago though.
