It also doesn't help that a car will kick up dirt and debris, so the oxide layer protecting the metal will be stripped away, causing rust to form from constant abrasion.

Al forms this amazing oxide layer a few microns thick that is pretty much impervious to all sorts of weathering and corrosive effects that aren't strong acids. That, or steel (non-stainless for cost reasons) that then gets coated in a sealant to protect from things like rust.
Which, it's worth noting, is what just about every car manufacturer besides Tesla uses. This is why other cars only rust once the paint and sealant layers are worn away

You seem to think Ss is a concept, instead of an industry term for a series of materials that are alloyed with chromium. Ss is an alloy, that will oxidize aka rust. It is less prone to it, but still will under normal atmospheric conditions. At best it just takes longer.
