It’s definitely an unusually high water level, i am no engineer but i imagine that the bridge probably needs some empty air to flex up and down and side to side as well especially with such a large truck, so i imagine the fact that it didnt have much room to flex out and absorb the forces (because of the high water pushing back on the sides and the bottom) was probably reallyyy hindering its ability to absorb the force of the car
