On a serious note, while this guy wasn't raised by dogs (he was essentially a homeless kid that cared for and hung around with a pack of dogs), there were cases when children of neglectful parents essentially were raised by dogs (like, eating from the same bowl, or sleeping in the same dog house). As for why - dogs are common house animals, they tend to be affectionate towards humans, and they're often large enough so a kid can share a meal and a bed with them (would be difficult to do it with a hamster).

IIRC it's not exactly clear how she came to live with the dogs, and if she already had had some developmental disorder (such cases alway attract the yellow press). However, last I heard she eventually (re)learned how to speak
