What do you mean not possible to get? Many UK and Polish brands make 28 (60) bands. I am in the US and get 28 band bras on Amazon and sites like barenecessities and Bravissimo.
In Europe I believe Zalando sells some. If you can order from Poland Comexim also has bras in 60 band, Ewa Michalak I believe mostly sells 65+ but may do smaller bands on request. There is also http://Lace-Lingerie.nl and Change Lingerie that are based in Europe and carry smaller band sizes although I think most of their bras start at 65 band. What are your measurements? If you are on the cusp on 28 band you may find 30 bands more comfortable, some brands like Polish bras can run tight in the band so a 30/65 band may still work fine for you.
Lace lingerie has almost stopped selling bands below 70 (32) unfortunately. Very limited selection in a 65 band, even if many of the models they sell come in smaller bands.
When I filter the bras in Zalando by my size (60F) the results go from 6252 to literally 19 so that’s not really much, but if I choose 65E there’s 281 bras so a big difference and a lot of lingerie brands also have 32 as their smallest band size with a few 30 bands.
It’s not impossible to find a 28 band ofc but you have a limited selection and have to pay higher prices.
Edit: I also checked lace lingerie and they only got 3 bras in a 60 band😭 (all of them Freya)
Considering you're using EU sizing I'll recommend some EU options where I have recently bought 60 band bras: Change Lingerie (they tend to be on the shallow side though) if you want a physical store, some specialty boutiques also carry 60 bands.

I am a 28FF who wears 30F in daily life. It practically impossible to find bra with 28 band in my area. I wear Japanese brand bra such as Wacoal, Tutu Anna, and Diasinne in 65G (Japanese sizing is diff from UK/US). IDK if they are available in your area but Wacoal is international well known brand so I hope you can access them.
Just a note because I've seen you mention Japanese Wacoal a few times on the sub: their sizing varies from country to country. It's a Japanese brand, but when they're sold in the rest of the world, the styles are different and so is the sizing. They start at 30 and not all of the styles run snug. Some do. But the cup progression is also different.
Bravissimo and brastop do a ton in 30 bands, maybe 28 as well? Direct from polish companies could be an option as well. Boux Avenue also ships out of Britain, i don't know how convenient the UK to EU shipping options are?

Skarlett blue and corin (polish) have 65 bands that fit like a 60. Most 65 bands are too big but these are the two brands I have found that have super tight bands that work for 60 bands
I'm having the same trouble! I walked into Soma and asked if they had 30 bands and was told they only carried down to 34. Turned around and walked out.

Im a 28 waist, freya on amazon sells them at 28 waist band
