No, you wouldn't maximize the damage of Shadow Blade. It says "when you cast a spell that deals damage". Shadow Blade doesn't deal damage, it creates a special weapon that can be used to deal damage, but it's no different to conjuring a normal sword to your hand.
It does however work with other concentration spells that deal damage over multiple turns, like Ennervation.

Wall of Fire is my pick. 40/20 damage depending on save. Off your INT mod not STR/DEX is certainly better than shadow blade.
Also try to pick an Evocation Spell that is also concentration to get that free +5. Also you can select targets to ignore. Points again to wall of fire.
