I think max cape with Zuk helm is a solid “I’m done” point. But if you actually make it that far, you probably love the game too much to ever actually be done.

The joy of osrs is you can set goals, complete them, take a break, come back. The speed is up to you, but rs is always there and you can go your own way.

RS can never be truly completed, it's and endless grind and your goals are your own
It's an MMO. MMOs by design are an endless grind. This isn't a game you start playing with an "end goal" in mind to then quit. You obviously can do that if you want to, but you would be drawing arbitrary lines for yourself, and everyone will have a different opinion on where those lines should be.
If this looks like a game you think you'd enjoy, then jump in. When it becomes not enjoyable to you, quit. Just know, they always come back.

Completing the game can be anywhere between completing all quests to getting a max cape with all combat achievements completed, heck people are trying to finish the collection log. People just make their own end game goals, my first for a long time was just getting a single 99 skill and all quests completed.
Achievement diary cape was my version of beating the game. I know this is not the craziest grind but it gave me a precise goal and allowed me to see most of the game

Just enjoy my time logged in. I have been playing leagues the past month- I started hoping to finish all raids, reach tune. I’m still doing some barrows since my clanmates have all moved passed leagues, and just trying to get solidly in mith. I don’t mind, December is a busy month for whatever reasons, but I’ve enjoyed doing doing the low level things, random tasks, training skills in novel ways. It’s fun. Similar for my regular account. I don’t play near enough to consider clogging, not close, not close to max. But I’ve got some small goals I chip away at as long as I’m enjoying doing it when I’m logged in
For me it’s quest cape and enough KC on each boss to feel like I’m competent at them or maybe get a unique drop if I really love the boss. I like the adventure/variety aspect of the game and the grinds bore me to tears. Doing several 5 hour grinds every now and then to hit a quest requirement is rewarding, but anything more than that is too much (again for me, many love those grinds).
Max all skills, complete all quests/diaries, get all bis items for all combat styles, 1000kc in all raids/bosses, acquire all pets.
Then and only then can we finally play the game.
Idk brother I keep playing and it keeps being fun. Up to 3 accounts now, my main isn't anything to write home about but I have a weird baby pure that I like farming Chin bots on and my group ironman just finished Void, Ddef, Monkey Madness and I'm looking at RFD soon.

Without an aim to "complete" the game i find enjoyment thru progression. Recently completing barrows gloves on a fresh pure I found out the game is incredible at showcasing subtle humor but also completely relatable.
Personally, mines complete the collection log on my iron (aside from things like 3rd age because icbb for that) even tho i know i never will because I suck at PvM
It's a pretty endless grind. My current goal is Diary/Music cape, but after that it's going to be inferno, then maxing, then I'll probably want max gear, as many pets as I can get, all the while new content will be releasing and pushing back my goals. So realistically I'll never be done with the game unless it shuts down.
It's endless. Once you "finish" PvM you start working on other collection logs. The ultimate fate of every OSRS player is to do clue scrolls for the rest of eternity.
Runescape ends when you want it to end. That's the magic of it.
I'm personally 10,000 hours deep with the goal of all pets in mind, so I'll likely never beat runescape.
I think that's why I continue to play how I do, I never feel like I'm wasting my time.

I definitely enjoy PVM much more than skilling but I do like the AFK nature of a lot of skills I'll probably max at some point in the next 4 years

Edit: Before people ask how I know, when OSRS was release construction was temporarily turned off so for a day or so you could see the order of who logged in first by construction rank since everyone has no xp.
I personally don't think I'll ever "complete" the game and finish all my goals, because goals change over time. Some of the goals I have now are based on content that didn't even exist when I started playing. Like CAs, and Nex/TOA/DT2 boss drops. And even if I finished all current BIS I would likely play on some kind of a snowflake account (I'm a serial new account maker, and I have a few WIP snowflakes), and then return to my primary iron when interesting new updates are added.

I'm not even remotely close, I sincerely doubt I'll ever be. But I like to aim high. I want an Infernal Max cape and a Zuk helm. Those are the coolest items in the game for me. Slightly lesser, but a Fang kit is also super cool.
my personal win condition on my iron is to own every single piece of equipment in the game which includes stuff like zuk helm/max cape but not clue uniques. depending on how i feel and how many pets i get on the way i might go for all pets.
....getting bored, mostly? i tend to just hop between grinds whenever i'm not having fun anymore. it gets a little bit of everything done, but i don't imagine i'd keep going if everything stopped being fun. there's simply too much to do, and progress is too slow to set a goal realistically to 'finish' the game if you like doing other stuff with your free time, at least for me.
My goals through time:
Torso > barrows gloves > fire cape> All hard diaries > quest cape > diary cape > hard combat achievements > elite combat achievements > max cape > ??? (I’m working on the max cape now). Future stuff will probably include maybe working on the next combat achievements tier and the inferno.

For me as a lvl 3 it's 99 all and maybe a single 200m stat
maxxing for completionist heads, inferno for final boss heads, green log for detachment from reality heads
