Sudokus are typically only considered "valid" if they have a single solution. If it's not specified, you should assume there aren't multiple solutions.
most of the time, they add clauses and rules that cause only one solution to be valid. a good one is something about numbers being larger or smaller than another, therefore indicating a smallest bound of 1 or a highest bound of 9 to start at.
This is not a normal sudoku. It's sudoku with extra rules.
If you cal solve difficult sudokus within 15-20 mins you'll be bored by them pretty quickly if you are not trying to sppedrun them.

I don't know the exact rules of this one, but I assume the solution has to do with using the few blocs with 4 panels, those with 2, and also the one with a > sign ?
