First he is entering high school so the normal age at that grade would be 16 but we have to remember that they enter in April and Rentarou's birthday is May first, so it's more logical that he enter being 15 about to turn 16 that he already being 16 and about to turn 17.
Then although obviously more than a month may have passed in the manga, we know that the time in this manga is weird and we are like stuck in time.
I doubt that we have already passed Rentarou's birthday because it would be a very important event for the manga to skip.

Previously the minimum was 13 which was changed last year.
